CTC
was developed after more than 10 years of work by Drs.
J. David Hawkins (left) and Richard
F. Catalano (right), professors at the University
of Washington’s Social Development Research Group. The Federal
Office of Juvenile Justice and Delinquency Prevention funded early
development of the CTC model.
The CTC model is a prevention planning system
that helps communities develop an integrated approach
to promoting the positive development of children and youth and
to preventing problem behaviors, including substance abuse, delinquency,
teen pregnancy, school dropout, and violence. Research has identified
key risk and protective factors that have a major influence as to
the likelihood of youth being involved in risk-taking or negative
behavior. Based upon the presence or absence of these risk and protective
factors, prevention specialists, community leaders, educators, and
parents can identify prevention strategies that best match the needs
of their unique community.
CTC was field-tested in Washington and Oregon,
and is currently being implemented in Alabama, California, Colorado,
Illinois, Kansas, Kentucky, Louisiana, Maine, Montana, New Mexico,
Pennsylvania, Rhode Island, South Carolina, Texas, West Virginia,
and Wisconsin. It has received critical acclaim from prevention
experts throughout the country, and has recently been adopted in
several countries outside the United States.
